At a high level, the proprietary technologies he has developed include the SmartWALK (operations) and SmartTEAM (knowledge transfer) training platforms that systemize and capture legacy expertise to combat industry attrition. David M. DiQuinzio, PE Managing Director, PMC Group I, LLC David M. DiQuinzio, PE, is a highly accomplished critical infrastructure engineering professional with over 35 years of deep and diverse mission-critical experience across the facility life cycle—from conceptual design through operations. Recognized as an early advocate for advanced reliability analytics, results-oriented commissioning, and energy efficiency, DiQuinzio has consistently driven value for clients by championing innovative solutions and strategic operations management. DiQuinzio began his career as a Facilities Engineer at Shearson Lehman Brothers, overseeing MEP maintenance and upgrades across 400,000 square feet of office space, including 2 World Trade Center. He then transitioned to Chase Manhattan Bank, where he directed the design, construction, and commissioning of the $160 million, 1.8 million square foot Chase Metro Tech Center in Brooklyn. From 1997 to 2014, DiQuinzio's entrepreneurial spirit led him to co-found Strategic Facilities Inc. (SFI) and establish reliability-centered maintenance. He pioneered innovative processes for mission-critical facility site assessments, risk analysis, commissioning, operations support, and strategic services. He later merged with RTKL and continued to contribute to the industry with a keen focus on improving operations. DiQuinzio's leadership was instrumental in delivering high-impact projects such as critical systems investigations for Hughes Network Systems' European Satellite Earth Station in Germany, and a power failure analysis for Salt River Project's operations center in Arizona. This marked the first-ever integration of probabilistic risk assessment (PRA) techniques for data center power systems addressing both customer and utility systems in a single analysis. His ability to develop tailored strategies for complex systems and provide actionable recommendations set a new benchmark for risk management and operational excellence in the industry. In addition, he directed high-profile commissioning programs, reliability studies, and operations reviews for clients such as Citadel Investment Group, Goldman Sachs, and the Chicago Board Options Exchange. In 2014, DiQuinzio joined Digital Realty as senior manager of commissioning. Over a decade-long tenure, he developed and standardized protocols for testing, commissioning, maintaining, and operating mechanical and electrical systems across a global portfolio of leased data centers. His impact included managing multi-facility projects to upgrade, replace, or recommission critical MEP equipment, addressing longstanding performance deficiencies, and elevating facility standards. DiQuinzio served as a subject matter expert supporting data center facility operations. He conducted root-cause analyses for system failures and implemented reliability programs that resulted in measurable improvements in uptime and operational efficiency. In conclusion, DiQuinzio is a licensed professional engineer in four states and is a thought leader who has published articles on reliability and presented at numerous national conferences. As the mission-critical sector faces evolving challenges, his leadership and technical acumen ensure that PMC Group remains at the forefront of innovation, setting new standards for operational excellence in a dynamic digital world for its clients. Education:Drexel University - Bachelor of Science, Electrical Engineering Shahriar (Sean) Saadat, Ph.D. Manager of Physical Security Design Engineering; Adjunct Assistant Professor, Amazon Web Services; New York Tech Sean Saadat is manager of physical security design engineering at Amazon Web Services (AWS) and adjunct assistant professor at New York Institute of Technology. With over 25 years of experience in data center infrastructure and security systems, he specializes in smart grid technology, cybersecurity, and data center operations. At AWS, Saadat leads physical security design initiatives for America's data centers, focusing on integrating advanced security technologies with efficient infrastructure solutions. Saadat earned his Ph.D. in electrical engineering from New York University and holds six master's degrees in energy management, electrical engineering, mechanical engineering, nuclear engineering, civil engineering, and cybersecurity and leadership. His research includes eight IEEE publications addressing electromagnetic interference in data center environments and smart grid cybersecurity. Ryan Tator Senior Physical Security Engineer, Amazon Web Services (AWS) Ryan Tator is a senior physical security engineer at Amazon Web Services (AWS), where he leads security designs for Amazon data centers across the Americas region. With over 15 years of experience spanning installation, project management, and engineering design, Tator brings an end-to-end perspective to physical security, from pulling cable in the field to serving as designer of record on some of the world's most critical infrastructure. In his current role, Tator collaborates with multidisciplinary teams including architecture, civil, ICT, mechanical, and electrical disciplines to deliver security solutions for mission-critical data center environments. He contributes to the development of the latest physical security standards and leads internal and external workgroups to drive results across all phases of design and construction. Tator holds a portfolio of industry credentials including the Physical Security Professional (PSP), Certified Protection Professional (CPP), Crime Prevention Through Environmental Design Professional Designation (CPD), Registered Communications Distribution Designer (RCDD), and Data Center Design Consultant (DCDC) certifications, reflecting his expertise across both security and telecommunications disciplines. Prior to AWS, Tator held senior design and leadership roles at TEECOM and kW Mission Critical Engineering, where he specialized in enterprise mission-critical data center security design. His career began in the field as a technician, foreman and project manager, giving him a hands-on foundation that continues to inform his engineering approach today. Tator is based in Tampa, Florida. Herb Tracy Global Director of Critical Site Operations, Blackrock Herb Tracy, Global Director of Critical Site Operations within the enterprise services workplace operations team at BlackRock. Responsibilities include budgeting, design, commissioning, reliability, and operations of all mission critical systems and data center operations throughout BlackRock's global portfolio of data centers and offices. Prior to joining BlackRock in 2008, Tracy held various positions in the engineering and data center fields. Responsibilities included the design, installation, and operations of various power plant and data center projects in the New York metropolitan area. in his last role at Elemco Electrical Testing & Construction, he served as the director of business development and managed the data center, alternative energy and instrumentation and control divisions. Prior to Elemco, Tracy spent 13.5 years managing an electrical and controls division in the power generation field and six years in the U.S. Navy. Tracy is currently a leader for the BlackRock Veterans Network and is a member and a member of the BlackRock Green Team. He is currently a vice commander of American Legion Post 1711, past secretary of the Association of Facilities Engineers Chapter 4, member of the Board of Directors for Rewired for Autism, and a member the board of Directors for the 7X24 Exchange Metro NY Chapter.
